Morgan County.
To any Judge, Justice of the Peace, or Minister of the Gospel:
You are hereby authorized to join Mr. John T. Harper and Miss Sallie Pullin in the Holy state of Matrimony, according to the Constitution and Laws of this State, and for so doing this shall be your License. And you are hereby required to return this License to me, with your certificate hereon of the fact and date of the marriage.
Given under my hand and seal, this 11 day of Nov. 1893.

This one is entirely handwritten on an ordinary piece of paper. In the years after the Civil War paper was just one of the many goods in short supply in Georgia, and legal work was recorded on whatever was at hand.

To any Minister of the Gospel, Judge, Justice of the Inferior Court or Justice of the Peace this is to authorize and empower you to join John B Harper of the one part and Mariah M Hanson of the other part in the Holy State of Matrimony according to the Laws of this State and for so doing this shall be your License
